a bike near our hostel, the water was at least 10 feet high before the levee broke. I'm assuming that this was there before hand. about half of the houses had been fixed up and half were lifeless, dead plants sitting in pots and vines growing on the inside of windows. this was at least a mile from the Mississippi, near Canal St. and S. St. Lopez.
